Remember the old joke, "I'm from the government and I'm here to help?"

Sometimes "government" and "help" seem to be mutually exclusive terms. However,
there are now numerous resources out there that truly are worthwhile. The challenge
is that there's so much available it would be nearly impossible for one person to
sort through it all. So with that in mind, WIPP is providing a timesaving service
for you: this issue of the newsletter is a quick-reference guide to governmental
resources. WIPP has sorted through all of the "stuff" and has gleaned the most beneficial
and salient resources for women business owners. Best of all, WIPP continues to monitor
all of this on a continuing basis so you don't' have to, and WIPP brings you the top
things you need to know (in the form of the WIPP newsletters, the WIPP "action" emails,
the WIPP website, and of course at the WIPP national conference.)

The "grand-mama" of them all: The Small Business Administration site. Go to the "site map"
first to get an immediate understanding of the structure, and don't hesitate to use the
site search mechanism to find what you want (go to "Ask SBA" for advanced search, QandA,
and email links for personal responses.) It's an extensive site and you can easily get

The best place to sign up for newsletters and "list serve" notifications that are topical:
Peruse the three dozen newsletters covering areas such as women, advocacy, procurement,
veterans, and lots of geographically-specific publications. Some are targeted more for
the general public, while others are written specifically with public policy advocates
in mind. Don't hesitate to sign up for a few - you can easily remove yourself from the mailings.

The Office of Advocacy: The "small business watchdog" of the government, the Office of
Advocacy examines the role and status of small business in the economy and independently
represents the views of small business to federal agencies, Congress, and the President.
It is the source for small business statistics presented in user-friendly formats and it
funds research into small business issues. Visit "About Advocacy" first to get an overview,
and then the site is divided into three main areas: News and Publications; Laws and Regulations;
and Research and Statistics. Also known as "OA," this Office frequently provides Congressional
testimony, official Comment letters, and issues Regulatory Alerts- all are archived here and
easily found once you get used to how the site is set up. Much of what OA is concerned with
is right on target with WIPP issues (there's an issues area specifically for women and
minority business owners.)

JPMorgan Chase
Of top earners at JPMorgan, 31% are women, and the company offers discounted
stock purchase plans, tuition reimbursement and scholarships for employees'
children. New moms—including those who adopt—get full pay for the entire
12 weeks of FMLA leave, and new dads get one paid week. The company gives a
$10,000 adoption fee reimbursement.

Best for Child Care

IBM Corporation
IBM sponsors 63 full-time on- or near-site child-care centers, serving 2,324
employee children. Other forms of company-sponsored child care include before-
and afterschool care, family child-care homes and summer programs. Last year the
company's child-care resource and referral service was used by 12,219 employees.

Best for Flexibility

S. C. Johnson & Son, Inc.
This year, S. C. Johnson takes the lead not only in providing a wide variety
of flex options but also in following through with high usage rates. Last year,
37% of the S. C. Johnson workforce telecommuted, 55% worked flextime, and a
whopping 64% compressed their workweeks.

Family-Friendly/Company Culture

Wachovia Corporation
Last year, Wachovia trained 2,178 managers on work/life issues and 2,083 on flex
scheduling; 7,200 employees used the company's employee assistance program, and
6,053 used the elder-care resource and referral service. While the company did not
conduct an employee opinion survey last year, it conducted three in the last five years.

32% of new golfers annually, down from 37% five years ago. And with women leaving the
game at the same rate they begin, that means 640,000 quit golf each year.

Why are so many hanging up their cleats? ''This is a time-crunch issue,'' says Leslie Day,
editor-in-chief of Golf for Women, which did the survey. She says that between work and
family, women just don't have the time.

All is not lost, however. The 11,000-member Executive Women's Golf Assn. now runs family
leagues, which it says keep women in the game. Better gear also helps. Women's clubs and
clothing have long drawn boos from the players, so golf pro Nancy Lopez formed a company
to sell better-designed items to women. Says spokeswoman Elaine Scott: ''We're trying to
get the right equipment to them, and hopefully, they won't leave.'' For women, that will
be a stroke of good fortune.
